Admitted to the Bar in 1977. Member of the Rome Bar Association.
Admitted to practice also before the Corte di Cassazione (Italian Supreme Court) and other higher Courts.
He has significant experience in out-of-court and judicial consultancy and assistance in favour of public and private employers and companies in the field of public contracts and urban development, for the awarding and execution of public contracts, programs for the implementation of major projects and strategic infrastructures, amongst which public work and services contracts and concessions, as well as in the telecommunications sector; highways; execution and management of public contracts for the "Leonardo da Vinci" Fiumicino Airport in Rome; construction and management of waste disposal plants in Campania; high-speed railway lines; construction and management of the "MOSE" water regulation system in Venice.
Furthermore, he has significant experience in out-of-court and judicial assistance to entities, public and private companies, including in-house assignments, antitrust law and misleading advertising, management of municipal services, identification of private partners and assignment of UMTS frequencies.
He has served on several bodies and institutions, including the Commission for the drafting of the law on public work; the Commission for the revision of the Consolidated Law on construction (Legislative Decree no. 380/2001) e the Advisory Committee for the commissarial management of the Venezia Nuova Consortium.
On several occasions he has served as arbitrator and member of the commissions for the amicable settlement of claims related to public work and has been appointed federal judge in the sport sector.
With regard to each profile of public contracts and town planning, he carries out out-of-court consultancy and judicial assistance in civil and administrative trials, arbitrations and proceedings before ANAC (Anti-corruption Authority) and Antitrust Authority in favour of public and private employers and companies:

Qualifications

Graduated in Law at Rome University “La Sapienza”.

Scientific Profile

He was a lecturer in “urban planning law” at LUISS Guido Carli University in Rome, as well as in “public contract law” at La Sapienza University of Rome.
He is the author of publications in the field of public contracts and urban development law in specialised scientific journals, as well as author of scientific books published by leading Publishing Houses, member of the Editorial Committee of the Review "Arichivio Giuridico delle Opere Pubbliche", speaker and lecturer at conferences, masters and seminars at the “Scuola Superiore della PA” (High School of Public Administration).
