Admitted to practice also before the Corte di Cassazione (Italian
Supreme Court) and other higher Courts.
He has significant experience in assisting public and private
employers and companies in the awarding and execution of public
contracts, programs for the implementation of major works and
strategic infrastructures, including contracts, concessions and
project financing for the construction and management of
infrastructure and construction work; high speed railway lines;
motorways and underground lines.
Moreover, he has served on several institutions and bodies, such as:
- consultant of the Italian Minister of Infrastructures and
Transport for the drafting of Legislative Decree. no. 190/2002
(so-called Legge Obiettivo) and for the revision of the law on
expropriation;
- advisor to the Prime Minister Office for the construction of the
Turin-Lyon high-speed railway line;
- lecturer in the Master courses of the School of Public
Administration and Public Private Partnership, for which he has
developed intervention proposals with the adoption of innovative
instruments such as the Availability Contract and the Public
Project Company.
On several occasions he has served as arbitrator and member of the
commissions for the amicable settlement of claims related to public
works.
He has carried out his activity, as legal and administrative expert,
in important criminal proceedings including those relating to waste
disposal in Campania and environmental issues on railway lines.
With regard to each profile of awarding, execution and management of
public contracts, in favour of public and private clients and
companies, he carries out out-of-court consultancy and assistance as
well as legal defence and assistance in civil and administrative
trials, in arbitration and proceedings before ANAC (Anti-corruption
Authority).
Graduated magna cum laude in Law at Rome University “La Sapienza”.
